1. General provisions
1.1. This tariff policy defines the principles and procedure for determining the cost of the right to use the CShark software (hereinafter referred to as the Software), the copyright holder of which is COMPETENCIA LLC.
1.2. The software is provided under a license agreement. Licensing model: perpetual license, consisting of a platform license for an object, a base license and licenses for functional modules per parking space; technical support and updates - with an annual subscription. Additionally, a cloud subscription model is provided (section 2.8), applied from the date the copyright holder announces the availability of the cloud service.
1.3. The software is not distributed under an open license or other royalty-free license agreement.
1.4. All prices are indicated in Russian rubles. Value added tax is not charged on the basis of subparagraph 26 of paragraph 2 of Article 149 of the Tax Code of the Russian Federation, provided that information about the Software is included in the unified register of Russian programs for electronic computers and databases.
2. Tariffed items and their composition
2.1. Platform license—RUB 250,000. per object
Mandatory for any delivery, purchased once per site, does not depend on the number of parking spaces. Includes:
- server core: receiving, processing and storing events, HTTP API programming interface according to the OpenAPI specification;
- web interface of workplaces: operator, administrator, technical specialist, analyst;
- device gateway: receiving equipment events, command channel, local queue with guaranteed delivery, standard equipment emulators;
- digital model of the object: levels, zones and fire compartments, parking spaces, groups of spaces, device bindings, geometry and circuit substrates;
- equipment register: registration, communication status, diagnostic history, detection of unregistered cameras;
- access control: users, roles, permission checking, action audit log;
- Operational tools: backup and recovery, metrics, logs and traces, observability dashboards.
The platform license cannot be used independently; video monitoring requires a basic license (clause 2.2).
2.2. Basic license “Base” - 5,500 rubles. per parking space
Video monitoring of occupancy. Includes:
- determining and storing the status of a parking space: free, occupied, out of service, unknown;
- display of states on the interactive diagram of the object and in live status, real-time updates;
- card of the parking space and history of changes in its status;
- transferring places to the “out of service” state and back (singly and in groups);
- location search, filtering and schema layers.
2.3. Functional modules - behind the parking space, on top of the “Base”
Module “Magazine and license plates” - RUB 2,500/car space
- receiving and storing observations of vehicles (state registration plates) from cameras;
- visit log with filters by time, place, zone and number;
- differentiation of access to numbers and materials by roles, audit of requests;
- search for a car by fragment of a license plate, including a comparison of visually matching Latin and Cyrillic characters.
Module “Scoreboard and navigation” - RUB 2,200/parking space
- register of information boards and screens, their condition;
- content templates with preview and assignment to screens;
- counters of available spaces by zones and directions, zone navigation from entry points;
- priority emergency messages over standard content;
- limited access tokens for screen clients.
Module “Incidents and Rules” - RUB 1,800/car space
- creating an incident manually and automatically based on an event;
- queue of active and completed incidents, acceptance, completion, justified ignoring;
- linking the incident to place, zone, time and materials; history and audit;
- control of processing time and escalation;
- constructor of “event × area × condition → action” rules without developer participation.
“Analytics” module — RUB 1,800/car space
- summary indicators by object, level and zone;
- number and share of occupied places, employment dynamics;
- historical snapshots of the condition for the selected period;
- uploading reports.
Module “Modes and Security” - 2,200 rub./car space
- zone modes: regular, fire, shelter, maintenance;
- receiving fire alarm signals through a device gateway;
- atomic switching of the availability of zone locations, scoreboard contents and processing rules when changing modes;
- control of fire entrances and related equipment to the extent of supported drivers.
2.4. Integration — 150,000 rub. per object
Module "Integration API":
- access keys for external systems with scopes;
- Webhook subscriptions with confirmation and repetition of undelivered messages;
- receiving information from external access control systems (parking systems);
- state events of places, cameras, gates, incidents and modes for external consumers.
The basic HTTP API for the customer's own automation is included in the platform license; position 2.4 licenses the connection of external information systems.
2.5. Display devices - RUB 18,000. per device
License for connecting one information board or information screen: device driver, status control, content delivery. Requires the Scoreboard and Navigation module.
2.6. Technical support and updates (annual subscription)

The first year of Standard support is included in the cost of delivery. The accrual base is the accumulated cost of purchased licenses at purchase prices (including those subsequently purchased).

2.8. Cloud model (subscription)
Applies from the date the copyright holder announces the availability of the cloud service; Until this date, the perpetual model under sections 2.1–2.7 is in effect.

The subscription price includes server hosting, updates and “Standard” technical support. The minimum volume is 50 parking spaces, the contract period is from 12 months. Maintenance of a copy located in the customer’s infrastructure by the copyright holder - an additional 30% to the subscription.
3. Basic (minimum) cost
The minimum contents of delivery are a platform license and a basic license for 50 cars.
4. Tariff rules
4.1. Parking space — a parking space included in the digital model of the object and placed under video control (connected to a video detection camera or other state source). The number of parking spaces is fixed in the specification for the license agreement for the parking design documentation.
4.2. Unified scope of licensing. The basic license and all selected functional modules are purchased for the same number of parking spaces - partial licensing of a module for a portion of the facility’s seats does not apply.
4.3. Object — parking space with a single digital model (topology). Multiple levels or buildings of the same parking facility, managed as a single space, constitute one facility and require one platform license.
4.4. Object extension. When the number of parking spaces increases, licenses for additional spaces (basic and all previously selected modules) are purchased according to the tariff policy in force on the date of additional purchase. The volume discount threshold (clause 5.3) is determined by the total licensed number of seats.
4.5. Adding a module. The function module can be purchased at any time after initial delivery; cost - the price of the module valid on the date of purchase, multiplied by the licensed number of parking spaces.
4.6. Display devices are charged according to the number of actually connected screens and scoreboards; Replacing a failed device with an equivalent one does not require an additional license.
4.7. Snap to an object. Licenses are provided in relation to a specific object specified in the agreement and are not transferred to another object.
4.8. Version updates within the scope of the purchased modules, they are provided as part of a valid support subscription; The appearance of new modules by the copyright holder does not change the cost of previously purchased licenses.
4.9. Cloud model: the number of parking spaces is fixed in the contract for the subscription period; the change in volume is formalized by an additional agreement with recalculation from the next billing month.
5. Procedure for determining the final cost
5.1. The final cost is generated upon request and calculated using the formula:
Cost = Platform (2.1) + Number of parking spaces × (Base (2.2) + sum of selected modules (2.3)) + Integration API (2.4, if necessary) + Number of devices × device license (2.5) + work (2.7); support from the second year - according to section 2.6.
5.2. Criteria influencing the final cost: number of parking spaces; composition of the selected modules (only sections 2.1 and 2.2 are required); number of display devices; number of objects in delivery (discount for two or more); level of technical support; modification to customer requirements (evaluated separately by labor costs).
5.3. Discounts for volume apply to positions in sections 2.2–2.3: from 300 parking spaces - 10%; from 500 parking spaces - 15%; from 1000 parking spaces - 20%. Other discounts are provided by decision of the authorized person of the copyright holder and are fixed in the license agreement.
5.4. Calculation example. Facility for 517 parking spaces, full set of modules, 8 information boards: 250,000 + 517 × 16,000 × 0.85 (15% discount) + 150,000 + 8 × 18,000 = RUB 7,575,200; “Standard” support from the second year - 20% of the specified amount per year.
5.5. The final price offer is drawn up as a commercial proposal based on the customer’s questionnaire (number of parking spaces, composition of modules, number of displays and screens, required level of support).

7. Validity period
This tariff policy is valid from the date of approval until 31.12.2027 and can be changed by the copyright holder with the publication of a new edition on the website https://cshark.ru.
Information about changes in the cost of the Software is sent to the operator of the Russian software registry in the manner established by subparagraph “n” of paragraph 4 of the Rules, annually no later than June 1.
